Hosting a continental tournament means delivering several approved stadiums, compliant training grounds and hotel capacity sized for the influx, all at the same time.

Experience from previous editions shows that main stadiums are generally prioritised and delivered. Delays concentrate instead on secondary facilities and on domestic air links.

The question of post-tournament use keeps returning to public debate: maintaining a large-capacity venue is expensive, and resident clubs are not always enough to cover it. Partial conversion into training centres is the option most often retained.
